Bilingual Propaganda Booklet Distributed by Chinese Authorities

According to reports received On July 28th, Chinese authorities have distributed a propaganda booklet titled ‘legal text for monasteries’ at every door inside Kirti monastery and monasteries across Ngaba (Chinese: Aba) Tibetan and Qiang Autonomous Prefecture, Sichuan Province, in the traditional Tibetan province of Amdo.



The bilingual booklet listed five different so –called separatist crimes deemed punishable by the Chinese government, the major activities by Tibetans against the ongoing oppression which included self-immolation, display of Tibetan flag and distribution of ‘separatist’ texts, display of His holiness the Dalai Lama and calling out ‘separatist’ slogans, inciting self-immolation and illegal distribution of separatism-themed picture and videos to outside forces that are deemed separatists forces via social media platform and micro messaging apps and inciting self-immolation. Every monk at the monastery was instructed to personally go through the text and learn by heart.

According to sources here in India with reliable information from Ngaba area,” these are schemes to purport even the peaceful expressions and petitions by Tibetans as ‘separatist’ and deemed illegal” and “it justifies all the inhuman treatments that Tibetans undergo as ‘in accordance with the law’.



The booklet aims to establish any kind of peaceful expressions by Tibetans against the communist government as an illegal act and further, a mean to intimidate the people. However, this does not signify that these activities are not criminalised before the distribution of the booklet and have long been criminalised and dealt with severe punishments. For instance, on 28th August 2011, Lobsang Tsundue, a teacher at Kirti monastery was charged with ’intentional homicide’ and sentenced to a 11 year prison term in connection with the self-immolation of Phuntsok who is also a monk at the same monastery who later succumbed to his burn injuries and passed away.
